Arthur Lester found himself there after his death at the Witch's hand in Part 43. He was served a Blood and Sand by an apparent waiter.
Description[]
The Waylay sounds similar to a bar or restaurant. There are a number of people sitting, eating, and drinking while Vic Tenetta sings “Why Keep on Breaking my Heart” by Nina Simone accompanied by a band.
The Waylay is ran by an entity known as the Manager. It is the last bastion from Kayne.
